DESIGN REVIEW SUBMITTAL PROCESS

The Design Review Committee (DRC) is committed to helping homeowners through the review process while maintaining the architectural integrity of the community. This guide explains the required steps, timelines, and submission requirements for all exterior improvements.

IMPORTANT DATES & DEADLINES

DRC Meetings: Held monthly on the 2nd Tuesday of each month.
Submission Deadline: Applications must be submitted by 12:00 PM on the first Monday of each month.
Review Timeline: The DRC may take up to 45 days to review applications.

STEP 1 — DETERMINE YOUR PROJECT TYPE

Minor Variance Requests (reviewed directly by the DRC): artificial turf, paint changes, security cameras, small landscape adjustments, solar panels, etc.

Major Architectural Modifications (reviewed by consultant and DRC): pergolas, patio covers, pools/ spas, outdoor kitchens, media walls, large-scale landscape renovations, ADUs/JADUs, etc. *Please reference the JADU/ADU guidelines for Del Sur.

STEP 2 — MINOR VARIANCE SUBMISSION REQUIREMENTS

Complete D-2 and D-4 forms (be as detailed as possible).
Provide plans or sketches showing the proposed work (including setbacks and planting guides if applicable).
Submit photos of the existing area and provide detailed specifications of all proposed materials.
For artificial turf, include manufacturer specifications (brand, color, pile height, and weight).
Upload all documents to the resident portal: https://delsurcommunity.connectresident.com/
Monitor emails for automated updates from the resident portal and wait for written approval before beginning any work (review timeline above).
Submit D-3 Notice of Completion with photos after work is completed.

STEP 3 — MAJOR ARCHITECTURAL SUBMISSION REQUIREMENTS

Complete D-1 and D-2 forms (may also complete D-4 if you would like to provide more context regarding project details).
Provide scaled plans (size: 11”x17”) including setbacks and planting guides if applicable.
Upload digital plans and material specifications to the resident portal: https://delsurcommunity.connectresident.com/
Include current photos of the home and project area and provide detailed specifications of all proposed materials.
Submit applicable review fees
Plans will be reviewed by the Association Consultant and DRC.
Monitor emails for automated updates from the resident portal and wait for written approval before beginning any construction (review timeline above).
Submit D-3 Notice of Completion with photos after work is completed.

REVIEW FEES

Standard Lots: $200 review fee
Front & Back Yard Projects: $250 review fee
Estates / Artisan Ridge / Cerro Del Sur Lots: $300 review fee
Front & Back Yard Projects (Estates/Artesian Ridge/Cerro Del Sur Lots): $400 review fee

Checks Only: Make checks payable to: Del Sur Community Association. Please drop checks off at the Ranch House (HOA office).

CITY OF SAN DIEGO APPROVALS

Homeowners are responsible for obtaining any required permits from the City of San Diego before submitting for HOA approval. Any changes required by the city must be resubmitted to the DRC prior to construction.

ZONE 0 COMPLIANCE REQUIREMENTS

Homeowners are responsible for ensuring all proposed landscape and exterior improvements comply with current California defensible space and “Zone Zero” fire safety requirements, as applicable. Zone Zero generally refers to the first five (5) feet surrounding the home and may restrict combustible materials, vegetation, mulch types, fencing attachments, and other improvements near structures.

Applicants are encouraged to review all applicable local and state fire regulations prior to submitting. Approval by the Design Review Committee (DRC) does not constitute confirmation of compliance with fire safety regulations or requirements imposed by the City of San Diego, local fire authority, or any governing agency.

Any revisions required for Zone Zero compliance after DRC approval must be resubmitted for review prior to installation.

CONSTRUCTION REQUIREMENTS

Construction may begin only after written HOA approval and all required permits are obtained.
Approved plans must be followed during construction.
Contractor signs are prohibited in common areas and on lots.
The DRC may conduct work-in-progress observations for compliance.

FINAL INSPECTION & COMPLETION

After construction is complete, homeowners must submit a D-3 Notice of Completion with photos so a final inspection may be scheduled.

APPEALS & RESUBMITTALS

If an application is denied or requires revisions, the homeowner may resubmit revised plans for review. Appeals may be submitted to the Board of Directors in accordance with the Association CC&Rs.
